ईपीएफओ कॉर्पस की जांच करने के लिए संसदीय पैनल, श्रमिकों को लाभ

श्रम संबंधी संसदीय समिति अपनी आगामी बैठक में कर्मचारी भविष्य निधि संगठन (EPFO) के तहत 10 खरब रुपये के कोष की जांच करने के लिए तैयार है और यह निधि प्रबंधन और किए गए निवेश के प्रदर्शन को भी देखेगी। पिछले एक साल में यह पहला मौका है जब ईपीएफओ संसदीय जांच के दायरे में आएगा।

21 अक्टूबर को मिलने वाली अनुसूचित श्रम समिति, ईपीएफओ को कामकाजी-वर्ग, संगठित और असंगठित क्षेत्रों के लिए अधिक उपयोगी बनाने के तरीकों पर गौर करने की योजना बना रही है। पहले EPFO ​​केवल संगठित क्षेत्र के श्रमिकों तक ही सीमित था, लेकिन राष्ट्रीय जनतांत्रिक गठबंधन (NDA) ने प्रधान मंत्री श्रम योगी जन-धन योजना की शुरुआत करके इस योजना को असंगठित क्षेत्र तक बढ़ा दिया। केंद्रीय योजना लोगों को ईपीएफओ और राष्ट्रीय पेंशन योजना (एनपीएस) के बीच चयन करने का अवसर देती है।

“ईपीएफओ, पिछले एक साल में 10 लाख करोड़ रुपये के कोष प्रबंधन की कोई जांच नहीं हुई है। चूंकि फंड मैनेजरों ने अब शेयर बाजारों में निवेश शुरू कर दिया है, हम इन योजनाओं के प्रदर्शन का आकलन करना चाहते हैं, "एक व्यक्ति ने विकास के बारे में बताया।

प्रधान मंत्री श्रम योगी मान-धन योजना प्रधानमंत्री नरेंद्र मोदी के तहत केंद्र सरकार की एक महत्वाकांक्षी योजना है, जो विशेष रूप से असंगठित श्रमिकों की बुढ़ापे की सुरक्षा और सामाजिक सुरक्षा के लिए है, जो मुख्य रूप से रिक्शा चालक, स्ट्रीट वेंडर, हेड लोडर के रूप में लगे हुए हैं। ईंट भट्ठा मजदूर, कोबलर्स, चीर बीनने वाले, घरेलू कामगार, कृषि और निर्माण श्रमिक, चमड़े के उद्योग में हथकरघा श्रमिकों और श्रमिकों के साथ।

श्रम संबंधी संसदीय समिति ने श्रम मंत्रालय के प्रतिनिधियों को आमंत्रित किया है, जिनसे पहले चर्चा करने की अपेक्षा की जाती है जिससे दोनों पक्षों के बीच कई बैठकें होंगी। यह पहली बार है जब संसदीय समिति के सदस्य यह भी आकलन करेंगे कि देशव्यापी तालाबंदी के दौरान ईपीएफओ का क्या प्रभाव था और ईपीएफओ पर कोविद -19 महामारी का प्रभाव था।

“ईपीएफओ पहले केवल संगठित क्षेत्र के लिए था लेकिन केंद्र सरकार ने इसे असंगठित क्षेत्र में भी बढ़ा दिया है। निधि का प्रबंधन संसदीय समिति के सदस्यों के लिए चिंता का कारण है और इसे सर्वसम्मति से चर्चा के लिए तय किया गया था। हम बैठकों की श्रृंखला को खत्म करने और संसद के शीतकालीन सत्र में एक विस्तृत रिपोर्ट प्रस्तुत करने की योजना बना रहे हैं, "विकास के बारे में एक व्यक्ति जोड़ा।

स्थायी समिति के सदस्यों ने श्रम मंत्रालय के प्रतिनिधियों को दूसरे देशों में संगठित और असंगठित क्षेत्र के श्रमिकों के लिए किए गए प्रावधानों को देखने के लिए कहा है और समिति को बुधवार को अपनी बैठक में चर्चा के लिए इसे लेने की उम्मीद है।

“हम मांग कर रहे हैं कि ईपीएस के तहत न्यूनतम पेंशन को बढ़ाकर रु। 5,000 प्रति माह किया जाए। यह एक मांग है कि कई ट्रेड यूनियन और श्रमिक संगठन भी कुछ समय के लिए बना रहे हैं। हमें बताया गया कि मासिक रु .2,000 देने का निर्णय लिया गया है लेकिन हमें लगता है कि राशि में वृद्धि होनी चाहिए, "एक अन्य व्यक्ति ने घटनाक्रम से अवगत कराते हुए कहा कि गुमनामी का अनुरोध करना।

"सुप्रीम कोर्ट और राज्य की अदालतों में कुछ मामले थे जैसे केरल में पेंशन की मात्रा बढ़ाने के लिए 15,000 रुपये के वेतन पर कैपिंग। लोग अधिक पेंशन चाहते हैं और इसके लिए वे योगदान देने को भी तैयार हैं। लेकिन रु 15,000 छत है और लचीलेपन के लिए कोई जगह नहीं है। हम इस मुद्दे को कमेटी में भी उठाना चाहते हैं, ”ऊपर वाले ने कहा।

समिति के लिए विषय के महत्व को इस तथ्य से समझा जा सकता है कि एक महीने पहले सभी संसदीय पैनलों के पुनर्गठन के बाद यह पहला मुद्दा है। बुधवार की बैठक का एजेंडा "ईपीएफ पेंशन योजना के विशेष संदर्भ में कर्मचारी भविष्य निधि संगठन का कार्य" है।

यह खबर ईपीएस 95 पेंशनधारकों के लिए कानपुर उत्तेर प्रदेश से है। ईपीएस 95 पेंशनर्स संघर्ष समिति कानपुर  मंडल की आमसभा 18 अक्टूबर को रावतपुर बस स्टेशन पर संपन्न हुई।

कर्मचारी पेंशन योजना 1995 के पेंशनर्स की केंद्र सरकार से 7,500 रुपये न्यूनतम पेंशन देने की मांग की गई है। संघटित क्षेत्र और अन्य जैसे सरकारी क्षेत्र के उपक्रमों में सेवा करने के बावजूद, कुछ कर्मचारियों को बहुत कम राशि मिल रही है, जो प्रति माह 1000 रुपये से शुरू होती है। देश भर में लगभग 65 लाख लोग हैं, जो ईपीएस 1995 पेंशन योजना के तहत पेंशन प्राप्त करते है। 

ईपीएस 95 पेंशनधारकों को वर्तमान न्यूनतम पेंशन सिर्फ 1000 रुपये है, जिसे बढ़ाकर 7500 रुपये किया जाना चाहिए। केंद्र सरकार को समय-समय पर वेतन संशोधन समिति की सिफारिशों के अनुसार पेंशनरों को महंगाई भत्ता भी प्रदान करना चाहिए। इससे पहले, सुप्रीम कोर्ट ने EPFO के फैसले को रद्द करते हुए सभी पेंशनरों को उच्च पेंशन विकल्प देने के लिए केंद्र सरकार को एक अंतरिम आदेश दिया था।

Despite the favorable verdict of the Kerala High Court and the Supreme Court, it has been confirmed that lakhs of people are still waiting for a pension commensurate with their salary. Not only did the Supreme Court not consider the cases on Friday, but there is no indication that it will happen again.

On April 1 last year, the Supreme Court upheld the High Court's decision granting a higher pension commensurate with the salary. EPFO against the verdict. The delay in considering the review petition filed by the apex court has left matters in limbo. The appeal filed by the Ministry of Labor against the High Court judgment is also pending in the Supreme Court. The apex court had on July 12 last year ordered that the two be heard together in open court. But nothing happened after that.

केरल उच्च न्यायालय और उच्चतम न्यायालय द्वारा ईपीएस 95 के हक़ फैसले के बावजूद, यह पुष्टि की गई है कि लाखों लोग अभी भी अपने वेतन के साथ पेंशन के लिए इंतजार कर रहे हैं। ईपीएफओ ने उच्च पेंशन को बरकरार रखने के सुप्रीम कोर्ट के आदेश का विरोध किया है। EPFO ने उच्च न्यायालय के फैसले के खिलाफ केंद्रीय श्रम मंत्रालय की एक समीक्षा याचिका और एक अपील का हवाला देते हुए पेंशन में देरी का कारन बता रहा है। सुप्रीम कोर्ट द्वारा शुक्रवार 16 अक्टुबर 2020 ईपीएस 95 पेंशनधारकों से सम्बंधित मामलों की सुनवाई की उम्मीद की गई थी, लेकिन यह अमल में नहीं आया।

शीर्ष अदालत की वेबसाइट ने कहा कि समीक्षा याचिका और श्रम मंत्रालय की विशेष अनुमति याचिका (SLP) पर शुक्रवार को विचार किया जाएगा। केंद्र सरकार ने हाल ही में केरल उच्च न्यायालय के आदेशानुसार पेंशन न देने से संबंधित अदालती याचिकाओं पर विचार करते हुए इसकी पुष्टि की थी। सर्वोच्च न्यायालय ने शुक्रवार को मामलों पर विचार नहीं किया, बल्कि यह भी संकेत नहीं है कि यह फिर से होगा।

पिछले साल 1 अप्रैल को सुप्रीम कोर्ट ने पुरे वेतन के अनुसार उच्चतर पेंशन देने के केरल उच्च न्यायालय के फैसले को बरकरार रखा था। इस फैसले के खिलाफ ई.पी.एफ.ओ. शीर्ष अदालत द्वारा दायर पुनर्विचार याचिका पर विचार करने में देरी ने मामलों को सीमित कर दिया है। उच्च न्यायालय के फैसले के खिलाफ श्रम मंत्रालय द्वारा दायर अपील भी उच्चतम न्यायालय में लंबित है। शीर्ष अदालत ने पिछले साल 12 जुलाई को आदेश दिया था कि दोनों को खुली अदालत में एक साथ सुना जाए। लेकिन उसके बाद भी तक कुछ नहीं हुआ है।

सुप्रीम कोर्ट के फैसले के मद्देनजर, कई EPS 95 पेंशनधारको ने व्यक्तिगत और सामूहिक दोनों ने रूप से विभिन्न उच्च न्यायालयों से याचिकायें दाखिल की और अनुकूल आदेश प्राप्त किए लेकिन कोई फायदा नहीं हुआ है। यह कहा जा रहा है कि सुप्रीम कोर्ट में जो EPFO द्वारा पुनर्विचार याचिका दाखिल की गई है उस पर फैसला होने तक उच्चतर पेंशन का भुगतान नहीं किया जाना चाहिए।

6 फरवरी को, केंद्र ने शीर्ष अदालत के समक्ष रिट याचिकाओं की सुनवाई का विरोध किया था। अदालत को कहा गया कि अदालत को याचिकाओं पर सुनवाई नहीं करनी चाहिए क्योंकि जो EPFO द्वारा दाखिल की गई पुनर्विचार याचिका और अपील लंबित हैं। केंद्र ने कहा है कि यह एक ऐसा मुद्दा है जिस पर सरकार को 15 लाख करोड़ रुपये का खर्च आएगा।

 

अगली सुनवाई कि बात करे तो अगली कंप्यूटर जनरेटेड तारीख सभी EPS'95 मामलों के लिए 6 नवम्बर 2020 हो सकती है, साथ ही जिन्हें उपरोक्त WP (C) नंबर 352/2019 के साथ टैग किया गया है। (डायरी नंबर 9692 की 2019).

COMMON ORDER

The petitioner association is an association of retired employees of the Food Corporation of India (for short 'FCI') and while W.P. No.3255 of 2013 has been filed for the grant of liberalised pension at par with the employees of the Central Government, W.P. No.5761 of 2013 has been filed for implementation of the Assured Career Progression with effect from 1.1.96 as per the 5th Pay Commission Report and in conformity with the judgment of the Hon'ble Supreme Court in 2008 (5) SCC 100.

2. It is averred that the employees of the Food Corporation of India (for short 'FCI') are governed by the Staff Regulation Act and the employees recruited prior to 1971 are governed by the Central Civil Service Rules. The period between 1965 and 1973 the pay scales of the employees of FCI were better than the employees of the Central Government. The 2nd respondent adopted the pay scales prescribed by the 3rd Pay Commission to the Central Government Employees in the year 1974 . Till 1983, the employees of FCI whether transferees/deputation from Food Department or direct recruits were governed by the Central Government Dearness Allowance pattern of pay scales and other allowances and were equal and at par with the employees of the Central Government. While the transferred employees were given option to avail pension and its benefit at the time of retirement as applicable to Central Government employees in terms of Regulation 12 of the Act, whereas such benefit was denied to directly recruited employees. The 2nd respondent has framed the FCI Contributory Provident Fund Regulation u/s 45 of the Act. Whileso, in the year 1983, the Government of India directed the respondent to switch over to Industrial Pattern of Dearness Allowances to its employees of category 3 & 4 with effect from August, 1983. Challenging the unilateral action, petition was filed before the Hon'ble Supreme Court in W.P. No.485/1989 and Contempt Petition No.109/1989 in which the Hon'ble Supreme Court granted relief holding that the right of the employees as on 1.1.1989 would stand protected and they would continue to receive the Central Dearness Allowance pattern and option was given to them to choose. Accordingly, the members of the petitioner Association were receiving Central Government Pay Scales with Dearness Allowance and also the pay scales on the basis of the respective Pay Commissions. The Hon'ble Supreme Court of India, in the decision in D.S.Nakara – Vs – Union of India (AIR 1983 SC 183) and Pensioners' Association Ex-Assam Oil Officers & Ors. - Vs – Union of India (2004 (3) SCC 265) has held that the liberalised pension scheme is for the benefit of the employees, who form a homogeneous mixture and cut off date in retirement cannot be the basis for giving them the benefit of pension. they cannot be divided on the basis of the retirement date . The above said decision squarely applies to the case of the members of the petitioner Association and, therefore, in order to avail such benefit, the petitioner Association made representation for implementation of the liberalised pension scheme on the basis of the above order in Nakara's case (supra). However, the benefit of the said decision has not been extended to them, resulting in the filing of the present above writ petition.

3. Insofar as W.P. No.5761 of 2013 is concerned, the case of the petitioner Association, in addition to the above facts narrated, is that, the members of the petitioner association has put in more than 27 to 29 years of service, but they have not enjoyed the fruits of promotion, except for one, but employees, who had worked in other cadres have enjoyed more promotional benefits and, therefore, not giving promotional avenue to the petitioner is sheer discrimination and in this regard, the decision of the Hon'ble Supreme Court in the case of Food Corporation of India & Ors. _ Vs – V.Prashotam Bansal & Ors. (2008 (5) SCC 100), is squarely applicable and, therefore, it is prayed that the petitioners be also granted the benefits of Assured Career Progression as provided for in the 5th Pay Commission with effect from 1.1.96.

Learned counsel appearing for the petitioner submitted that in order to avail the benefit of liberalised pension as also the assured career progression to the association members on par with similarly placed employees of the Central Government, representation was submitted, which has not seen the light of the day at the hands of the respondents and, therefore, it would suffice if a direction is issued to the respondents to consider the claim of the members of the petitioner Association in terms with the decision of the Hon'ble Apex Court Nakara's case, Ex-Assam Oil Officers case and Prashotam Bansal's case (supra), within a reasonable time as may be fixed by this Court.

Learned counsel appearing for the respondents, while taking this Court through the gist of the counter filed by the respondents denying the averments of the petitioner Association, however, fairly conceded that in view of the limited relief sought for, this Court may pass appropriate orders directing the respondents to consider and dispose of the representation submitted by the petitioner Association for grant of liberalised pension and assured career progression in terms with the orders passed by the Hon'ble Supreme Court in Nakara's case, Ex-Assam Oil Officers case and Prashotam Bansal's case (supra), if applicable to the members of the petitioner Association, within a time frame to be fixed by this Court.

6. This Court paid its undivided attention to the submissions advanced by the learned counsel appearing on either side and also perused the materials available on record.

7. The facts in issue are not in dispute. Equally, the decisions in Nakara's case and Ex-Assam Oil Officers case (supra) relating to grant of liberalised pension and also Prashotam Bansal's case (supra) relating to grant of assured career progression are also not disputed. The crux of the issue is that the petitioner Association aver that the said decisions would cover the members of the petitioner Association for which representation has been submitted by the petitioner Association for consideration and grant of the benefits. In view of the limited relief sought for, this Court, without venturing into the merits of the issue, directs the petitioner Association to submit a copy of the representation along with a copy of this order within a period of four weeks from the date of receipt of a copy of this order and on receipt of the same, the respondents are directed to consider the representation in the light of the decision of the Hon'ble Supreme Court in Nakara's case and Ex-Assam Oil Officers case for grant of liberalised pension and Prashotam Bansal's case (supra) for grant of assured career progression to the members of the petitioner Association, if applicable to the members of the petitioner Association, and dispose of the same in accordance with law within a period of three months thereafter.

8. These writ petitions are disposed of with the aforesaid directions. Consequently, connected miscellaneous petition is closed. There shall be no order as to costs.

अन्य सभी ईपीएस 1995 मामले जिसमें ईपीएफओ द्वारा दखिल पुर्विचार याचिका और UOI की SLP शामिल हैं को भारत के सर्वोच्च न्यायालय की वेबसाइट के अनुसार टैग किया गया था।

UOI द्वारा SLP और डायरी NO. 2019 का 11023 कंप्यूटर-जनरेटेड तारीख को 16.10.2020 के रूप में दर्शा रहा था और अन्य सभी EPS'95 मामले भी उसी के साथ टैग किए गए मामलों को दर्शा रहे थे, लेकिन यह मुख्य सुनवाई की सूची में नहीं पाया जा रहा था और साथ ही सुनवाई की सूची पहले से ही 16.10.2020 के लिए अपलोड किया गई थी उसमे भी ईपीएस 95 पेंशनधारकों के मामले नहीं दर्शा रहे थे।

इसका मतलब है कि अगली कंप्यूटर-जनरेटेड तारीख सभी EPS'95 मामलों के लिए 6 नवम्बर 2020 हो सकती है,  साथ ही जिन्हें उपरोक्त WP (C) नंबर के साथ टैग किया गया है। 352/2019 (2019 की डायरी नंबर 9692).

EPS 95 PENSION | जीवण प्रमाणपत्र जमा नहीं करेंगे तो रुक जाएगी पेंशन, मिनटों में ऐसे जमा करें ऑनलाइन लाइफ सर्टिफिकेट

पेंशनधारकों को पेंशन पाने के लिए हर साल नवंबर में अपना लाइफ सर्टिफिकेट यानी अपने जिंदा होने का प्रमाणपत्र (life certificate) जमा करना पड़ता है। पहले पेंशनभोगियों को बैंक या पोस्ट ऑफिस जाकर हर साल यह सर्टिफिकेट जमा कराना होता था। लेकिन अब कर्मचारी भविष्य निधि संगठन (EPFO) ने सीनियर सिटिजन (senior cirizens) के लिए घर बैठे ऑनलाइन लाइफ सर्टिफिकेट जमा कराने का सुविधा शुरू की है।

इस साल ऑफलाइन माध्यम से लाइफ सर्टिफिकेट जमा कराने की तिथि 1 नवंबर से 31 दिसंबर तक है, लेकिन ऑनलाइन माध्यम से आप साल में किसी भी समय लाइफ सर्टिफिकेट सबमिट कर सकते हैं। सर्टिफिकेट जमा करने की तारीख से एक साल तक के लिए यह लाइफ सर्टिफिकेट वैलिड रहेगा। आपको बता दें कि देशभर में करीब 64 लाख लोग को साल जीवन प्रमाण पत्र जमा कराते हैं।

डिजिटली लाइफ सर्टिफिकेट जमा करने के लिए आधार नंबर, मोबाइल नंबर, पेंशन पेमेंट ऑर्डर (PPO) नंबर और अकाउंट नंबर की जरूरत होती है। वहीं, फिजिकल फॉर्म में लाइफ सर्टिफिकेट जमा करने के लिए इसे बैंकों की वेबसाइट से डाउनलोड करके जमा कर सकते हैं। आपको बता दें कि अगर पेंशनर की दोबारा नौकरी लग गई है या फैमिली पेंशनर की दोबारा शादी हो गई है तो लाइफ सर्टिफिकेट केवल फिजिकल फॉर्मेट में ही जमा कराना होता है।

पहले कराना होता है रजिस्ट्रेशन

ऑनलाइन लाइफ सर्टिफिकेट जमा कराने के लिए पहली बार पेंशनधारकों को बैंक, पोस्ट ऑफिस या किसी दूसकी सकराकी एजेंसी द्वारा चलाए जा रहे जीवन प्रमाण सेंटर के जरिए डिजिटल लाइफ सर्टिफिकेशन के लिए रजिस्ट्रेशन कराना होता है। यूजर यदि चाहें तो कंप्यूटर, मोबाइल या टैबलेट के जरिये क्लाइंट एप्लीकेशन डाउनलोड करके भी रजिस्ट्रेशन करा सकते हैं। जीवन प्रमाण पत्र आधार (Aadhaar) आधारित डिजिटल लाइफ सर्टिफिकेट है।

डिजिटल लाइफ सर्टिफिकेट बनवाने के लिए बायोमेट्रिक वेरिफिकेशन कराना अनिवार्य है। इसके बाद पेंशन वाले बैंक अकाउंट से जुड़ी डिटेल्स भी देनी होती हैं। डिजिटल लाइफ सर्टिफिकेट को आधार नंबर से तभी ऑथेंटिकेट किया जा सकता है, जब पेंशनर का अकाउंट आधार नंबर से लिंक हो। डिजिटल लाइफ सर्टिफिकेट जमा होने के बाद पेंशनर के रजिस्टर्ड मोबाइल नंबर पर SMS आता है। इसमें एक ट्रांजेक्शन आईडी रहती है, जिससे पेंशनर www.jeevanpramaan.gov.in से कंप्यूटर जनरेटेड लाइफ सर्टिफिकेट डाउनलोड कर सकते हैं।

ऑनलाइन जीवण प्रमाणपत्र एसे जमा करें

• - लाइफ सर्टिफिकेट को ऑनलाइन पेंशन डिस्बर्सिंग बैंक, उमंग ऐप या कॉमन सर्विस सेंटर के जरिए सबमिट किया जा सकता है।
• - डिजिटल सर्टिफिकेट लेने के लिए सबसे पहले पेंशनर्स को यूनीक प्रमाण ID लेना होगा। यह ID पेंशनर्स के आधार नंबर और बायोमीट्रिक के जरिए जेनरेट किया जाता है।
• - पहली बार यह ID जेनरेट करने के लिए लोकल सिटिजन सर्विस सेंटर जा सकते हैं जहां आधार ट्रांजैक्शन किया जाता है। इसके अलावा आप पेंशन डिस्बर्सिंग एजेंसी के किसी ब्रांच में भी जा सकते हैं।
• - पेंशनर्स को अपना आधार नंबर, मोबाइल नंबर, पेंशन पेमेंट ऑर्डर और पेंशन अकाउंट नंबर देने के साथ बायोमीट्रिक भी देना होगा। सभी जरूरी दस्तावेज मुहैया कराने के बाद आपके मोबाइन नंबर पर एक एकनॉलेजमेंट SMS आएगा। इसी में आपका प्रमाण ID भी होगा।
• - प्रमाण ID जेनरेट करने के बाद आपको पेंशन डिस्बर्सिंग एजेंसी को लाइफ सर्टिफिकेट जमा करने की जरूरत नहीं है। आप जीवन प्रमाण पोर्टल https://jeevanpramaan.gov.in पर जाकर डिजिटल तरीके से जीवन प्रमाण पत्र जमा कर सकते हैं।
• - एजेंसी पोर्टल से भी जीवन प्रमाण पत्र हासिल कर सकती है। पेंशनर्स Umang App के जरिए मोबाइल या सिस्टम पर भी लाइफ सर्टिफिकेट जेनरेट कर सकते हैं।

लाइफ सर्टिफिकेट Umang App पर ऐसे बनाएं

• - गूगल प्लेस्टोर से उमंग ऐप (Umang App) डाउनलोड करें। ऐप खुलने पर इसमें जीवन प्रमाण सर्व‍िस सर्च करें। इसके बाद अपने मोबाइल से biometric device कनेक्ट करें।
• - जीवन प्रमाण सर्विस के अंदर दिए गए General Life Certificate के टैब पर क्लिक करें। यहां पर पेंशन प्रमाणीकरण टैब में आपका आधार नंबर और मोबाइल नंबर दिखेगा। दोनों चीजें सही हैं तो जेनरेट ओटीपी के बटन पर क्लिक करें।
• - अपने मोबाइल पर आए ओटीपी नंबर को निर्धारित जगह पर भरें और सबमिट करें। इसके बाद अपने बायोमेट्रिक डिवाइस की मदद से अपना फिंगरप्रिंट स्कैन करें।
• - फिंगरप्रिंट मिलने के साथ ही ड‍िज‍िटल लाइफ सर्टिफिकेट तैयार हो जाएगा। सर्टिफिकेट देखने के लिए व्‍यू सर्टिफिकेट पर क्लिक करें। आधार नंबर की मदद से इसे देखा जा सकता है।

देश के 65 लाख पेंशनधारकों के लिए मा. C.S.PRASAD REDDY, CHIEF COORDINATOR, SOUTHERN REGION, उनके द्वारा बहोत ही जरुरी सन्देश सांझा किया गया है जिसे जानना हर ईपीएस 95 पेंशनधारक जरुरी है। उनके द्वारा सन्देश में कहा गया है,

प्रिय मित्रों,

हमारे संगठन के गठन के बाद से, हमने मासिक या वार्षिक सदस्यता के लिए कोई राशि / धन एकत्र करना शुरू नहीं किया है। हमारा संगठन सेवानिवृत्त पेंशनभोगी संगठनों से कोई धन एकत्र नहीं कर रहा है, जो स्वैच्छिक योगदान को छोड़कर, हमारा समर्थन कर रहे हैं।

यह हमारे ध्यान में आया है, कि कुछ संगठनात्मक नेता सदस्यता शुल्क जमा कर रहे हैं। 200 या रु. 300 या रु. 400 और उसमें संदेश जोड़ रहे है की वे एनएसी का समर्थन कर हैं।

इसलिए, मैं यह स्पष्ट करना चाहता हूं, कि हमारे संगठन को अपने सेवानिवृत्त पेंशनर संघों की सदस्यता के लिए धन एकत्र करने में हमें कोई आपत्ति नहीं है, लेकिन हमारे संगठन को समर्थन देने के नाम पर नहीं। धन इकट्ठा करने के लिए हमारे संगठन के समर्थन की घोषणा का उपयोग नहीं किया जा सकता है ऐसा  उनके द्वारा सभी ईपीएस 95 पेंशनधारकों को बताया गया है।

इसके अलावा, यह स्पष्ट करना है कि हमारे संगठन का नेतृत्व कमांडर अशोक राउत कर रहे हैं, जो राष्ट्रिय अधक्ष्य के रूप में सेवानिवृत्त नौसेना कमांडर हैं और मा. वीरेंद्र सिंह राष्ट्रीय सचिव के रूप में जो सेवानिवृत्त कार्यकारी अभियंता हैं और हमारे 65 लाख गरीब पेंशनरों और उनके कल्याण के लिए पूरी ईमानदारी से लड़ रहे हैं।

यह भी हमारे संज्ञान में आया है, कि कुछ व्यक्ति रु. 1000 या रु. 5000 की न्यूनतम पेंशन वृद्धि के लिए अदालतों से संपर्क करने के लिए प्रति व्यक्ति ले रहे है। हमारी सलाह के बावजूद, वे अभी भी ऐसा करना जारी रखे हुए हैं। इस संबंध में, यह स्पष्ट करना है कि हमारे संगठन का ऐसे व्यक्तियों के साथ कोई संबंध नहीं है जो अदालतों से संपर्क करने के लिए धन एकत्र कर रहे हैं। हमारे राष्ट्रिय अधक्ष्य जो सेवानिवृत्त नौसैनिक कमांडर हैं, वे इस तरह की वार्षिक सदस्यता या अदालत के खर्च के लिए भुगतान की गई राशि पर कोई हिस्सा नहीं ले रहे हैं। कृपया ध्यान दें कि हमारा संगठन किसी भी तरह से EPS95 पेंशनभोगियों से राशि के संग्रह के लिए जिम्मेदार नहीं है और मध्यस्थों को धन इकट्ठा करने और पैसा भेजने की अनुमति नहीं देता है। हमारा संगठन सीधे स्वैच्छिक दान स्वीकार करता है।

यदि सभी पेंशनभोगी या उनके संगठन एनएसी को स्वेच्छा से राशि दान करना चाहते हैं, तो वे केवल एक प्रणाली के माध्यम से दान करने के लिए स्वागत करते हैं अर्थात राशि को सीधे NAC के मुख्य कार्यालय खाते में स्थानांतरित करना जिसके लिए राष्ट्रीय संघर्ष समिति के मुख्य कार्यालय द्वारा एक अधिकृत रसीद जारी की जाएगी। समिति की ओरसे अब तक राशि का कोई मध्यवर्ती संग्रह नहीं है। NAC के मुख्य कार्यालय के खाते का विवरण: -

यह स्पष्ट करने के लिए आगे है कि हमारे संगठन ने कभी भी उच्च पेंशन प्राप्त करने के लिए कानून की अदालत (उच्च न्यायालयों) से संपर्क करने और अदालत के खर्च पर धन बर्बाद करने की सलाह नहीं दी। हम बहुत स्पष्ट हैं कि हमारा उद्देश्य हमारी मांगों को प्राप्त करने के लिए सरकार से लगातार संपर्क में रहना है।

जबकि यह गलत है कि NAC के नाम से किसी के द्वारा कोई धन एकत्र करना या यह कहना उचित नहीं है कि वे NAC या इस संगठन का समर्थन करना चाहते हैं। यदि एकत्र किया गया है, तो कृपया ध्यान दें कि एकत्र किए गए व्यक्ति / व्यक्ति ऐसे संग्रह के परिणामों का सामना करने के लिए जिम्मेदार होंगे।

सभी ईपीएस 95 पेंशनरों से अनुरोध किया जाता है कि राष्ट्रीय संघर्ष समिति किसी भी प्रकार के भुगतान के लिए जिम्मेदार या जवाबदेह नहीं होगी, जो हमारे राष्ट्रीय संघर्ष समिति या हमारे संगठन के साथ संबद्धता के नाम पर मध्यस्थों या एजेंसियों या संघों को भुगतान करता है।
